How might we create an HR administration system for easy transition from a paper-based system?

Description: When the process of hiring, promoting and dismissal of employees are all done manually and kept in paper files it makes decision making difficult because it is not possible to get easy reporting and an overview into the human resources capital of an organization.  As time goes on, maintaining a paper data base is difficult and many gaps appear that further complicate the HR management. Creating reporting is difficult and time-consuming taking days to extract the needed information.

Stakeholders: Human Resource Department

Things to consider: Because an extensive paper data based exists there must be away to back fill this information not just capture new data
