UNDP shall learn what works best from previous projects and respect those practices

The Development of Local Capacity project II work plan process of 2009 offered the four emergency regions namely Afar, Benshangul, Gambela and Somali a capacity building opportunity that was specially designed for achieving the objective in an efficient and effective manner.  The project planning and implementation training was facilitated by experienced professional with the support of the Deputy Country Director, Christine Musisi, and the Capacity Outreach Team Leader, Taye Amsalu.
What is special about it? Dereje Melaku spoke to The Head of BoFED of the Somali Regional State.

Dereje Melaku ( DM ) :  Among others, what is the outstanding point worth to mention about this planning exercise?


Omar Haji ( OH ) :  Omar Haji (Head, Bureau of Finance and Economic Development of Somali Regional State):

“We were asking why we discuss over pre-directed set of plan? During his project planning training exercise I realized that same question was also asked among the experts in MoFED and UNDP. Now the Planning Process involves us and the beneficiaries. What I want to suggest is let MoFED and UNDP include other sector offices of the Regions which makes the work plan broader based and all-inclusive.”
 
DM :   Would you tell us your view of UNDP as your development partner?
OH :   “In terms of resource your 3 million birr support might be a drop in ocean compared to the 1.3 billion development plan of the region. But using your knowledge base support, in addition to the flexibility of understanding the local demand, we can do a lot and achieve what we aspire for the Somali Region in terms of the development process. I want also to suggest that UNDP shall learn what works best from previous projects and respect those practices. In addition, UNDP need to pay attention to assigning expertise who could study the local contexts, appraising he regional five year strategic plan and PASDEP. And then train and coach the local human resources so as to make use of the system to bring about better development outcomes.”
