The United Nations Millennium Declaration synthesizes most of the goals and targets set at the global conferences and world summits, and frames them in eight key goals, 18 targets and over 48 indicators. This legal global and shared commitment is a powerful instrument to monitor efforts and progresses towards agreed international targets and human developments.
The Government of Ethiopia has identified a real need for assessing how likely the country is to achieve the goals by 2015 through reporting, campaigning, funding and monitoring of MDGs. In collaboration with the UNCT, the Ethiopian Government has conducted the MDG Need Assessment (MDG-NA) and produced a Synthesis Report based on the detailed sectoral assessment from August 2004 to July 2005. The report reviews and consolidates the findings of sectoral assessments into an overall investment plan aiming at reaching the MDGs based on the needs and bottom-up approach.
Ethiopia has formulated its Five-Year MDGs-based Medium-Term Development Plan entitled “A Plan for Accelerated and Sustained Development to End Poverty (PASDEP)”, following wide range of debate by stakeholders, the plan had been approved by the House of People’s Representatives in May 2006. The PASDEP which spans the five-year period (2005/06 – 2009/10) is a continuation of Ethiopia’s First Generation PRSP entitled Sustainable Development and Poverty Reduction Program(SDPRP) which covered the period of 2002/03 – 2004/05. The PASDEP has benefited from the MDGs Needs Assessment Study prepared through the support of the United Nations Country Team (UNCT), the World Bank and The Millennium Project. The government noted that the MDGs are well integrated into its development plans, programs, and strategies, and accordingly SDPRP and PASDEP are considered as vehicles towards reaching the MDGs at a minimum.
As indicated in many official reports, the country registered an impressive annual growth rate of about 11% per annum for the last four years ending in 2006/07. This marks a significant progress, not only compared to the 7% annual growth target required to meet MDGs but also to realize the Country’s Vision of becoming a middle income country in about two decades time. According to the recent government report, trend estimates from the level in 2004/05(38.7%); the index was projected to decline by 2 percentage points, from 36.6% in 2005/06 to 34.6% in 2006/07. Though progresses towards PASDEP and MDG targets to date are encouraging, a lot needs to be done by government and development partners to accelerate progress towards the MDGs. According to the recent Human Development Report 2007/08, the country stands 169 out of 177. In spite of tremendous efforts and impressive achievements in social sectors, around 26 million people from a total of over 75 million, live below the poverty line by the end of 2006/07.
A number of challenges and issues in the implementation of PASDEP and achieving MDGs have been discussed in the recently issued Annual Progress Reports (2005/06 & 2006/07). Low level of per capita aid, unpredictability of aid, still low level of productivity of agriculture, vulnerability to both external and domestic shocks, pressure on the BOP owing to the recent oil price increase, inflationary pressure largely driven by food inflation, and weak implementation capacity at Woreda level are some of the major challenges outstanding. Standing in the middle of MDGs timeframe and looking back the trends, all concerned actors should immediately and concurrently act now for the realization of MDGs. Government, donors, CSOs and citizens need not spare any effort to jointly mobilize resources and work together to end poverty and meet the MDGs.
